The College will continue to function during a declared pandemic provided there are no instructions or direction from the Ministry of Advanced Education or other governing bodies. In order to help prevent the spread of infection all staff will be encouraged to actively implement and promote the NLC Exposure Control Plan. All members of the College Community will be encouraged to participate in the Exposure Control Plan. To aid in the effectiveness of the control plan the following measure will be implemented:
Marketing and Communications
The Marketing and Communications department will be tasked with obtaining posters and materials and distributing them to each campus. The Marketing and Communications department will provide direction on the best possible areas to place the promotional/informational material for best visibility. The Health and Safety Advisor (HSEA) can provide assistance in procuring informational material if required.
The Recruiters will be required to inform students about H1N1, its effects and symptoms and prevention during the student orientations in September. The Recruiters should also provide students with information as to what NLC is doing to aid in the prevention of the spread of infectious influenza by directing them to the safety section of the College website.
Health and Safety Advisor, Facilities Departments
Working with the Campus Administrators, the HSEA will help determine the number of hand sanitizers and sanitizer solution required for each campus. Once the sanitizer requirements for each campus is determined the HSEA will be responsible for procuring wall mounted and free standing hand sanitizers for use in each campus. The Facilities departments at each campus will mount and install the sanitizers in high contact areas. Facilities departments will be responsible for the ongoing maintenance and replenishment of the hand sanitizers.
International Education Coordinator and Student Development Coordinator
Both coordinators will be responsible for promoting the notion of “flu buddies” among their respective student groups. The notion was brought about by the PHAC and is meant to provide persons that are living away from their normal family/social support network with a contact that could aid this person in obtaining any assistance they may require in the event that they are too ill to attend class or leave the residence.
Campus Administrators
Campus Administrators will work in cooperation with the HSEA in determining the disinfection needs for each campus. The Campus Administrators will delegate necessary personnel to assist the HSEA if necessary.
The Campus Administrators will be responsible for providing direction to the facilities departments and support staff regarding:
Campus Administrators will consult with Deans and Program Chairs regarding student absenteeism and provide any assistance to the education/trades departments if needed by way assigning different classrooms or combining classroom spaces.
Staff, students and contracted employees will be encouraged to stay home if they are experiencing influenza like illness (ILI) symptoms. According to the Public Health Agency of Canada (PHAC) exclusion or isolation measures for persons experiencing ILI will be a necessary measure to help prevent the spread of H1N1. The College is responsible for protecting all the workers against infection even if it means barring workers experiencing ILI symptoms from coming to work. It will be necessary for Campus Administrators to consult with the Human Resources Department if workers are instructed to stay away from work and they have no remaining sick time available to them.
If Campus Administrators are absent from work because of illness or other reasons then the responsibility for ensuring proper exposure control will fall to the Administrator’s designate or the Vice President of Finance and Administration (VP Admin).
While in a normal operation state the Campus Administrators will be required to provide a weekly report all staff and student absences due to illness to the HSEA and the HR Director (or designate) while a declared pandemic situation is in effect.
Residence Managers
The Residence Managers will be responsible for identifying any areas of the residences that can be shutdown and cordoned off. This will further reduce the necessity for cleaning and maintenance in these areas.
Residence Managers should report any obvious ILI symptoms displayed by non-student and non-staff residents to their Campus Administrator. While being sick does not preclude anyone from staying in the residences it does need to be reported so illnesses can be tracked.
Alternatively if at all possible Residence Managers should make an effort to provide a short stay solution to those residents making requests to avoid infection from another ill resident.
HR Director and HR Staff
The HR Department will be responsible for maintaining an active log of staff absences due to illness in the event that staffing numbers are requested by Ministry officials. The HR Director will provide assistance to management personnel regarding the need for additional sick time for those staff members that no longer have sick days available to them.
Deans and Program Chairs
The Deans or the Program Chairs will be responsible for keeping the Campus Administrator informed about excessive absences in their classes whether it is instructors or students. Instruction should be given to faculty members to provide as much accommodation to students absent from class with H1N1 as practicable.
Deans or the Program Chairs will encourage instructors to promote prevention of infectious spread to their students.
Senior Administration
The Senior Administration Staff (HR Director, VP Admin and the President) will be responsible for liaison with MAvEd and other senior ministry staff. Additional funds or monies to maintain essential services will be the responsibility of the VP Admin. In the event that one of the excluded administration staff becomes ill it will be the responsibility of the Senior Administration staff to assign tasks to the remaining staff until the ill person can resume their normal duties.
The VP Admin will be responsible for allocating necessary funds to maintain exposure control.
